Toddlers (2-4): Okay, I am being totally honest here... Toddlers will NOT want ANYTHING besides toys. If you get them clothes you are basically getting it for their mom. Make sure the toy you are buying them is completely safe and there are absolutely no small pieces the baby could put in their mouth and choke on.
Ideas: Stuffed Animals Play Kitchen (NOT EASY BAKE OVEN) Baby Dolls Soft Candy (not chewy or hard) Play Dough Sets (depends on how mature they are) Mr. Potato Head (also depends on maturity) Toddler Toys (usually make noises and have lots of buttons) Little Kids (5-8): Little kids still want toys but this time you can get them something a little bit more mature because now they are smart enough to not swallow it. Kids this age will however drop and knock over stuff so don't get them anything breakable, some kids this age will TRY to "see if it will break". They will also like short books.
